VPS in Russia,Sweden or Ukraine
Which place would have least DMCA policy which is suitable for running my current website which has started getting a lot of frequent DMCA notices?

DMCAs are only valid in the USA. While many hosts outside of the USA will have some type of procedure for forwarding DMCAs to the clients, it is quite easy to find hosts that ignore them. These hosts aren't necessarily located in far-away places like Russia and Ukraine, but better-connected countries like Canada and the Netherlands.
Just do some searching and you will find them.

From my experience, a lot of offshore don't care about most illegal activities. The only absolute NO is Child porn and terrorist activity.
Many of them allow to host everything else until they get to much complaints and that is when they take action. Just don't abuse it and get to much complaints and your good.

I was planning on starting an image hosting site and hence I want to avoid dmca issues.

For just image hosting, there is no need to go for Russia and Ukraine, where bandwidth is quite bad if your users are from western Europe and North America. If you really don't want USA for this, start researching the many hosts in the Netherlands and Canada. Germany and UK might also work very well.
Sweden is expensive, but good. Not a lot of hosts, though.
You could go USA, even, as long as you respond to the DMCA reasonably quickly.

I suppose the best option for you right now would be: checking and using FIND A HOST tool.
That will help you to get out a lot some names.

stay away, here's why
Well 3 weeks ago supposedly they got breached a couple servers got wiped, supposedly they plugged the breach, they set up my vps again, I did all the usuall configurations that night, went to bed, got up started doing a little more, then bam what do you know vps gone again, they apologised said they put me on a vds plan, so fine I gave them the chance, I got 2 emails with login details neither worked so I contacted support only to be told we put you on the wrong node, what he actually meant was I'm not allowed to upgrade you, so they set up my vps yet again, I had them turn off various bits of the solous vm for security.
Last night, no sites, ok lets login to whm....hmmm no site, ok lets login to solusvm and restart the vps, login doesn't work...hmm ok lets try ssh and restart that way, no connection, support ticket sent and lamest of excuses came back, that there whmcs is acting up and it has terminated (not suspended) terminated some vps and due to an internal problem (namely the staff) there are no backups even after assuring me my vps would be backed up offsite due to the last breach.
Some 15 hours later I am still waiting for a response, all they have said previously is
We know this is a big mistake. There are coming some big changes. Please let me know how I can help you further.
That really helps, this is what they promised 3 weeks ago.

Never place something like that in Russia, authorities will just come and take server from the DC.
