How to solve the problem when Server load getting high?
Recently i found my site cpanel with this figue Server Load 1.98 (16 cpus), i remember the support team from hosting company tell me that my site cannot use more than 1 cpus... After he restart my website than become 0.02cpu....after few days the server load become high, how to solve this problem? i am using Joomla...

Do you know whats causing the load - ie using top ? What processes are running ?

Put more RAM and make cache system, it should take part of load from CPU. Also try optimize your webserver solution. Try Lighttpd or Nginx.

What is your PHP Handler?
you may use cache addons for joomla.
also optimizing database tables and mysql will decrease the server load.

How many hits does your site has per day? Could be a lot of things, you could start asking your programmer to investigate when the load average of your vps is high enough.

There's no reason to guess. Install webmin. Go to the system category, and select Running processes. Click CPU at the top. That will list the running processes in order of current CPU usage.

The only 2 reasons I could think of are:
1. Oversold node.
2. Some Joomla addon/mod doing nasty things at random times.

How is that load bad on 16 CPUs? A load of 8 is bad in my mind for that many cores.

server load too high
try to upload your website or data via amazon
or remove audio-video files
