A control panel (cPanel, Direct Admin, Kloxo, Webmin, et cetera) will make your life 100,000 times easier. If you're not sure how to manage a VPS, a control panel is your best bet.

If you're not too familiar in manually setting up an environment to host websites on a VPS, then I'd recommend purchasing a control panel like cPanel along with your VPS. The installation of cPanel will install most essentials needed for hosting websites. There are some free control panels you can consider such as Kloxo or Webmin that can do the same although, I'd recommend paying for cPanel.

A control panel is definitely something I came to miss once I started setting up my VPS. I do not regret it though, I needed to learn these things some time. It is not the most difficult thing, but you do need to read what you require and install them properly. On windows many people I know used simple WAMP stacks, such as XAMPP. Individualized is a little better as you can install everything up to date right from the go, but if you want it up quick, this is one way then upgrading each individual item involved.

If you have a genuine interest in learning I would recommend you start off with a CentOS based VPS as cheap as you can possibly find just to play with.
If you intend to use it for live site hosting and done know the baics yet then I would highly recomend you either look for a managed cPanel VPS host (I think HostXnow have some good managed deals right now with cPanel) or just get a cPanel reseller account and take all the stress away█ -> INCEPTION HOSTING LIMITED Since 2010!

You will spend a minimum of about 20 hours learning how to manage your VPS, so keep your other site up and running until you master it. Unless you have done linux server management before, there is a steep learning curve, and you are only 7 keystrokes away from erasing all your data.
Even with a control panel, you have to learn how to secure the VPS. Here's a good tutorial on securing an unmanaged cPanel VPS.
If that looks like too much trouble, RUN don't walk away from an unmanaged VPS. Expect to pay $30 to $45 for a 1GB managed VPS with cPanel. The price differential is very much worth it.

You don't need cPanel. Kloxo will do what you want. Here's a comprehensive guide for setting it up in a VPS.

That should do you just fine.

You could also look for some turnkey based vps's.
These are pre-configured an all you need to do is start it up logon to the control panel and your ready to go.

You will need a control panel like cPanel or DirectAdmin if you have the cash or otherwise something like WebMin (FREE) will also be great to start with.
Webuzo - Multi user control panel supporting Apache, NGinx, MySQL, MariaDB, Percona, LiteSpeed, Varnish, WordPress, etc.
Virtualizor - VPS Control Panel supporting OpenVZ, Xen, KVM and has 200+ OS Templates
Softaculous - Auto Installer with 400+ scripts for Webuzo, cPanel, DirectAdmin, InterWorx, Plesk, etc.

If you're looking for a VPS without a control panel, I recommend using a RedHat derivative like CentOS. The community is incredibly large, and all your answers are a google search away (google: "centos <error message>", or "centos web server").
