If you are not able to ping the IP address .. ask your provider if they have added that IP in their routing table and also check the DNS of the website for which you have assigned the dedicated IP , some times WHM shows the IP but it does not ping , try restarting ipaliases service if you have root access of the server.

If it was not correctly installed on to the system it may cause issues, like you are seeing.

If you're checked your DNS on the domain and still see this problem then I guess it's time to get a little bit deeper.
Go into your httpd.conf and look for the domain. See if the IP is correctly configured there. If it is not, then perhaps you might want to change it there. If it's correct, then we'd have to figure something else.
Remember to restart httpd after that.

Not resolving do you mean the domain is not resolving to the dedicated IP right? Sorry not getting really clear what you mean. Did you try to use another DNS server to query? Some recursive DNS may not honor TTL.

If IP is pinging and domain not resolving, it seems like a dns issue or wrong IP set in the httpd.conf. Try ping the domain name and see if you get a correct IP, if so, then I'd check the httpd.conf
