Need Ruby/Nginx/Passenger Cloud Server Help

Hello,

I have a rackspace cloud, and I have Ruby/Nginx/Passender and all that good stuff setup on it, but I am still unable to access the default hello world app from :3000 or any.

I need some help getting it function and if you could explain what you did roughly so I know for the future.
