Suspend accounts aut. when using high CPUsage?

Hi,
is there a way (on a redhat 7.2 CPanel server) to suspend an account automatically when using high CPUsage? (eg. more than 15% of all CPUsage)
If yes, how can i do this ?

Thanks to all

I think you need to get or write a shell script for this work. I am also wondering for right solution.

Good luck
