Put your most important keyword in your url and title tag.Search engines such as google see your url as one of the most important factor for determining relevancy. For example, the top 20 positions for the keyword "web hosting" are occupied by sites that contain the word "web hosting" in their url. So if you want to achieve top 20 position in any keyword, the fastest way would be having that keyword in your url. And most important thing Never rename your webpage unless your site is new
Keyword research, title tag, meta tag, meta description, keyword density, image alt tag, site structure and more. Please double check your site copyscape passed as well before you proceed further with SEM. SEM is the hardest part. Most of the time, i use the test and run concept. Firstly on-page SEO, then 50% SEM. After that i will temporaly pause SEM, tweak my site again and monitor the ranking for a while. If my site still climbing up the ranking ladder, i will continue the SEM work after the ranking stable. If the ranking going down, i will change back to the previous version and continue another 50% SEM until top 3 positions. Sometime 50% SEM should be sufficient if you are targeting long tail keywords, more traffics, less competitions because you don't need thousand of backlinks for those. Good luck.
It is not necessary that the submission should be done in Hibru language or compulsorily you have to use Hibru words but alternatively you can use those sites where the submission of other languages are allowed.

3. Encode your site properly: When building an web web site in Hebrew you must verify that the location is encoded properly therefore that every surfer will see the Hebrew fonts properly and will not get the fonts in Gibberish. My favorite encoding is UTF-8.
