In this case I think Cachefly is serving you that file from IP 126.96.36.199 which appears to be located in London. This is certainly not ideal if your server is in Phoenix. This physical distance is going to play a significant role in testing the maximum speed of your port for a [relatively] small file. Can you confirm by running "traceroute 188.8.131.52" ?
It's probably a shared port.
The location of the server vs the location of the file.
The datacenter the server is in.
The bandwidth providers of the datacenter the server is in.
If the physical server has a 1gb port, you'll never see anything near that if the pipe to the server isn't providing adequate bandwidth.

5-7MB/sec is very fast for a single tcp connection.
a "gbit port" does _not_ mean you will have a single tcp connection transferring at 1gib/sec. If this is what you believe, you will have nothing but disappointment in your networking career. Further, one can connect a server via a gbit port to a router which has a 100mbit uplink. There are many tricks and exceptions in network land, and when you do not fully manage/understand the network configuration, looking at the largest value and comparing your single tcp download speed to it, will result in unexpected values.
How to spot a hosting reseller:
a. ping "web-hosting-company".com. Search that IP at arin.net.
b. the company displayed by arin.net has full network and likely server control and is the real provider
A 99.999% SLA means nothing when 90% of the service continuince is beyond the control of the reseller.
