So I wanted to host different domains under different C class IPs. Now I have 3 IPs, 2 which came with the VPS and are routed to NS1 and NS2 (one for mailserver), and another one I just got. If I want to set up a few blogs on the new IP, how would I do that? Should I make another nameserver like NS3 and have the blogs directed to the new NS3?

It is a slightly effective way to assist the 'SEOer' in duping Google to believing individual and actually independent websites are linking to one website, rather than lots of domains emanating from the same IP address (suspicious).
That's the thinking behind it. I wouldn't call it white-hat, though
Google and other SE's don't use IP as the basis for identifying link schemes. This now-myth is based on loopholes long ago closed. SEO hosting is a something that is sold only because there are people dumb enough to buy it. Run legitimate sites with useful content, and the rest will take care of itself.
