I want to setup a 2 DNS servers
on two very small VPSES
w/ apache php mysql bind ( LAMP ) + Bind
and the apache and php will be used to run my load divider script to redirect to the less loaded server simple php script
and the php script also will edit the bind server files
BUT the web site will be hosted on another two vpses with higher specifications
what is the minimum requirements if each of the one vps ( of the load dividers ) gets 2000 Visit per day
is this enough ?

128 is not enough to run apache on openvz thats for sure and I don't know about xen/kvm. To run apache with bind you will need 256mb on openvz.

The resource requirements of any system depend on the load placed upon it. For example, you can configure bind to host 1000 zone files, but if none are queried, the resources required are almost zero. However, if you want to serve one zone file which is authoritive for yahoo.com, you would need a huge cluster of servers.
So, you should provide more information so that people can provide insightful and useful answers. What you are asking is essentially: "how many MB of memory does it take to operate application XYZ under an unknown amount of load". Remember, network based applications are not closed systems.
How to spot a hosting reseller:
a. ping "web-hosting-company".com. Search that IP at arin.net.
b. the company displayed by arin.net has full network and likely server control and is the real provider
A 99.999% SLA means nothing when 90% of the service continuince is beyond the control of the reseller.
I don't think the traffic is actually the problem; Apache and BIND both consume a lot of memory so people are concerned about that.
You might look at a minimal install of nginx and ask there about using BIND with that kind of set up. Or one of the other minimal installs listed in that forum.
I'm using a 256MB VPS from BuyVM as a DNS server using cPanel DNSONLY (free software; it allows you to cluster automagically with other cPanel servers). It works fine, but it was a bit hard to get it to install; I had to find the VPS at a time when it could burst the RAM to finish the install.
