Well, I know Centova Cast - it is a control panel for SHOUTcast and ICEcast audio streaming.
You will have opportunity to centralized administration of all of your streams and servers, complete client self-management to reduce support calls and do many other useful things.

It really depends on what you plan on streaming with. There is WHMSonic, Cast Control, and several other control panels that can be used.
Personally I have experience with Cast Control. Hardware and control panel don't really matter for the most part. If you know linux well enough to load up a site you don't really need cpanel or any other control panel. If you have cpanel it may be easier to install the php script that is Cast Control.
As far as server hardware, the servers I have had are simple dual core, 2GB, with any disk space. If you plan on offering autodj then you will need more disk space and probably more RAM as it will use more resources.
The most important is to have good quality bandwidth and a lot of it!
