I have a new VPS, and when the iptables are started it wont allow me to login to cpanel it just comes up with page can't be displayed...
Also when the iptables are on when I create a new cpanel account no-one can access it unless the iptables are stopped?
Did you check if cpanel ports such as 2082, 2083, 2096, 2097, 2086, 2087 etc are enabled in your iptable rules?

If you have a managed VPS, ask your provider. Other wise I would recommend upgrading to a managed VPS as they can provide you assistance for this issue.
