I think restricting new members with posting new threads after 5 (or any number) of posts would be counter productive and would turn a lot of people away. Not to mention, if this is merely in place to restrict people attempting to advertise, what is to stop them from just posting an ad or spam in a reply instead of a new thread?
The ads forums already have posting restrictions in place and in terms of the main forums, we have an awesome community that is pretty great at reporting posts.

Like Christian said, they will just spam somewhere that they CAN post. That's what happens now anyway.
Many times when someone new signs up, their first post/new thread is to ask a question or get help. (Of course, a minute's worth of search could answer their needs.) IMHO, it would be counter-productive to not allow new threads until X number of posts.
