Good day,
I have a site << removed >> and I recently found out that it is 174.132.130.154/~chinabiz. I know it is my site's IP.
My question is, does that really need to be publicly available/searchable?
How does that affect my site and my SEO?

Yes, it may be your site's IP address where it is hosted. It is not good to be publicly available. Your site should be open with your domain name not with IP address.

You cannot disable an IP adress. But you can setup a redirection so if anyone enters this IP it will come up to your domain.

There are several ways but it all depends of your situation
What type of hosting do you have, where is your domain owned.
You could use HTACCESS
Or maybe your domain service provider has this option
And maybe ask your host about it, they might pin point the solution for you

Not very sure about it, but simply include or edit your .htacess file by adding something like those lines:
RewriteCond %{REMOTE_ADDR} ^123\.123\.123\.
RewriteRule ^index\.html$ special.page.html [R=301,L]

^- this is definitely the way to go; use mod_rewrite and 301 redirects to fix.

Err.. i read it and it seems different from my situation.
I am i am not going to redirect all requests for a specific page when requested from a specific IP address.. what id like to do is prevent direct access to 174.132.130.154/~chinabiz and prevent the site from being searched in search engines.. thank you
