Maybe but I disagree, the price IMO is too low for legitimate pop-unders.

For the price pop-unders/pop-ups are highly unlikely and they wouldn't be able to deliver 300,000 in 60 days at that price point.

Most likely the majority of the traffic they are selling is generated from traffic exchanges (auto/manual surf, paid to click, maybe some exits(pop-unders), and is good for nothing other then wasting bandwidth and poping up your alexa ranking for a bit.
