Puerto Rico is pretty much the USA, so I wouldn't consider that offshore.
For Panama, check PrivateLayer.com. I have a server with them in Switzerland and like it; will expand into their Panama data center this year. Switzerland is not in the EU, so they might fit the bill for you.
Other companies in Panama would be HighSecured, CCI Hosting, HostingPanama and PanamaServer.
SecureHost has dedicated servers in Bahamas and VPSes in Jamaica.

Well, first of all, why do you want to go offshore? Pick a jurisdiction that suits your needs.
While I do not actually know about the peering in the Seychelles, I would imagine most of the more common offshore hosting jurisdictions are better connected. These include Panama, Costa Rica, Singapore, Hong Kong, Malaysia, India, Netherlands, Sweden, Isle of Man, Switzerland, Canada, Iceland, Russia, Ukraine, Latvia and Taiwan. Again, it depends on for what purpose you want to go offshore.
