Create bootbale ISO from running Windows Server Web 2008 R2

Anyone knows how to create a bootable ISO from a running copy of Windows Server Web 2008 R2 (using free software)?
I currently have my server on a Iaas and I'd like to move to a different provider.
The current provider doesn't offer the possibility to download an image of my hard disk (where I installed my copy of Windows Server 2008 R2 with all setup, data etc).
The new provider can import bootable ISO.
I tried to create a bootable ISO from my running copy of Win Web 2008 without much success. I used ImgBurn. I have create an ISO but not a bootable one.
Any suggestions? How can I do this?
I can't remember any free software for this, but there's Acronis True Image with Universal Restore add-on (perhaps you could use trial version), which will make you an bootable ISO image to restore on different hardware.
