Which provide the cheapest but good in service
I am using 25$ package per month reseller account.
I want something cheaper hosting but have the same performance .
could you suggest me?

It depends, some host are able to offer cheap + quality.
Back to topic, your price are reasonable - what specifications are you looking to get?

I defiantly agree on that. General speaking the "cheaper" a service is that means they are doing some fishy things.
1. They are overselling the machine
2. The company oversells bandwidth.
3. The data center might be a tier 3 data center.
Most businesses will pay for a quality host, not a cheap host. They would rather have good up time and fast service, as opposed to cheap slow service.

I'm afraid your wrong. Quality comes with a price tag. If you want to pay $10 for a reseller account, your most likely going to get someone using a Reseller (ALPHA), which is never a good idea. Alpha reselling is super unstable, despite what the providers that offer it might try to tell you!

Some host prefer to become non profitable organization. Not all cheap reseller runs through alpha - they may suffer a loss at start and earn profit later

You can pay a lot less than $25 if WHMCS isn't needed.
How much diskspace and bandwidth do you NEED, not WANT? There's a big difference.

I agree with these points but just to add my two cents.
Firstly, a reseller hosting provider can provide a lower pricing if they do not provide a package with all those addons which many clients don't need.
Secondly, if a reseller hosting provider has a strong backing or is quite a large and established business, economic of scale can do wonders as well (of course not to the point of overly cheap).

I'd say $25 is a decent price for at least a starter reseller package. Do you have any requirements otherwise?
