Hi,
I am looking for a cheap and basic VPS for hosting a simple webapp. I dont expect a huge traffic, at least in the beginning. There would be nightly
downloads and uploads to the system ranging around 30 MB at max.
My requirements are -
1Gigs of RAM
1core CPU would be fine
15-20Gb of disk space
Centos, mysql, apache tomcat, java
Budget - <$10/month.. might be tempted to add couple more bucks if config looks fine.
Bandwidth - ~200Gigs
Better response time.
Looking around buyvm or semoweb seemed fine to me. RAM upgrades are turning out to be pricey. Major concern for me is the RAM and I think,
I would need more in near future.
Any suggestions ?

Getting that at $10/month doesn't leave much room for the provider to profit... I'd try to find a more expensive provider with some sort of promotion than for a provider that offers what you need at the price you're looking for it.
Beyond that, you may find something on lowendbox.com (I see it mentioned regularly when it comes to cheap VPS).

semoweb seems to offer a good deal. Are there any reviews, experiences ? This is my first attempt at VPS so dont want to spend more than that.

You need to add some more $ for a good VPS and a decent amount of RAM,
and it would be better to buy more one with more RAM from the start than spending an unfair amount for additional RAM later.

Hmm even the companies you have mentioned in the original quote which sell dirty cheap do not offer a plan with the features you want for $10. Please keep in mind that a stand alone powerful and hardware-redundant server costs around $15,000. The clustered and Cloud infrastructures used for create and provider VPS hosting cost hundred thousands of USD or even millions. There is no way for you to get a reliable VPS for $10 and to expect to get any kind of support.

1 gb RAM, 40 gb disk, 4 x 2.6 GHz cores, 10 mbit Internet, unlimited monthly transfer.

There are plenty of low cost providers who offer a solid product.
There are also those offering non-budget VPS that provider terrible service as proven daily in reviews of VPS providers. That said, there are plenty of other considerations when shopping for a new host.

If you can go with unmanaged ... and know what that means ... you can use something like Burst.net and get a VPS in that price range.
The easiest way to get an unmanaged VPS from the stock configuration with CentOS to a LAMP server is to install Kloxo and let it configure the server for you. Tomcat and Java would require you to install it (or hire someone to install it for you).
There's a steep learning curve with this. And you don't have some things you get with a managed plan. If you like cPanel, you have to add $13 a month. If you want off-site daily backups, you have to add another $10 to $15 a month. If you need help, expect to pay $65 per hour for support.
Pricing for a managed VPS is about $35 to $40 per month, but usually includes cPanel, backup options, etc.

It usually works this way. Less you pay = more virtual servers on the Node = slow speeds and poor performances.

That is assumption. Not fact. Or I should say, broad stroke generalization.
While I am not saying some do not do this... Many hosting companies with deep pockets can finance those smaller plans with their advertising budgets. Using it to lure in new business without sacrificing support.
In the end, it depends on the company.

Yes. I also suspect that some data centers have excess equipment standing idle because of the recession. Those data centers can recover some of that cost by selling unmanaged VPS resources. Since they are unmanaged they don't need to hire anyone to support it. All they have to do is collect money and keep it running.
In the above scenario, they wouldn't need to oversell.
