    Software to add "shapes" (circles, arrows, text) to photos. Any recommendations?

    I am looking for some software (client/server, not web-based) to do basic "illustration" sort of stuff for photo's. Basically, I need to add circles, lines, arrows, text, and things like that.

    (It's for training. I need to "point things out" on pictures..)

    For example:

    1. Load the image. (Standard jpg, gif, bmp, tiff, etc..)
    2. Using a toolbar, I would drop a big white circle around a section of the photo to "highlight" it.
    3. Add an arrow pointing to something on the picture.
    4. Add some text to explain what something is.

    The program MUST be easy-to-use (ie: not photoshop) as it will be used by non-technical people. A perfect solution would be a program that just has one toolbar with various shapes that the user can drag onto the picture and then add some text.

    Doesn't PowerPoint have this capability? (I've always used Photoshop for graphics needs, Excel to create the graphs and pie charts I wanted - my own experience with PowerPoint is kind of limited.)

    PaintShop Pro by Jasc is one of the easiest to use. Also inexpensive -- think it's going for about $79 right now.
    One of the most user-friendly graphics applications.

    MS paint is cheap and good enough isnt it?
