I don't know if it is reasonable to call it a ' rip off ' . It is always not possible to inform the client first then wait for the response and suspend the service for ToS violation. If it is very serious abuse they might suspend the service right away and inform the client. I don't think it is quite unusual.
very upset with centriohost i bought a reseller package from him one of client uploaded a non allowed files to server they closed my account with sending me email or leting me know i any way.

I wouldn't necessarily call this a rip off. Im sure they have it listed in their rules somewhere. Sending mass emails will hinder other users from broadcasting their servers when the mail goes straight to the junk folder. Try getting a vps or small dedi and get a few ips and send the emails out on different ones.
IP reputation is some host's number 1 priority especially with the depleting IPv4 pools. But not only that, with dirty IPs the provider can't use the IPs on another customers and they just go to waste.
