Right click on the icon on Chrome bar at top and go to Options. Select Translate Automatically. Click on the link Languages and URLs below it and choose default language. Save and restart Chrome
If you include the domain name in the Include URL option it will translate websites where part of the content is not in the default language. For example Facebook wall updates where some members post in a different language.
I just visited http://zhongguowai.com and found its a mixture of chinese and english or exactly I can say its chinese words are alredy translated in english. Might be this is the reason that google do not offering for translation.

Then chrome will automatically translate that from chinese to english. Even if the site has mixed content.
However if I go to http://zhongguowai.com I do not have that toolbar poping out and there is no way for me to tell chrome to translate.
