Ditto: Buying an OS license can be quite pricey especially when you can lease it monthly for a nominal fee. If your current host does not provide it, you are probably best moving onto another provider.

thanks for all replies , if now i am having a Windows 2008 vps , could i use it's license for the dedicated server ?

If that VPS is running on the dedicated server you want to install Windows on, then yes. You are allowed to run 1 physical server, + 1 virtual server on that particular physical server with a standard license. If it's not the same machine, then no, which I'm guessing is the case here.
Also keep in mind that you'll most likely have to buy the license outright, as opposed to being able to pay a monthly licensing fee for SPLA from your hosting provider. If the host server is Data Center edition you can run an unlimited number of Windows VPS's without needing a new license for each virtual machine.
Think Standard on the host server allows 1 VM to be deployed, while enterprise allows 4 virtual machines.BotWars.io - Code the AI of your Battle Bot!
