Not exactly. It is a myth that having a .gov link is a guarantee of good ranking. You should emphasis on making website more useful for users rather than doing silly things. Then hire a SEO Provider which always use ethical and white hat techniques only.

in my opinion, .edu .gov links gets you more link juice than .com/.net etc.
So yes, it will certainly help your SE ranking.
I hope its not a NoFollow link, or google won't count it.

.gov and .edu back links are strong back links to have, but do not guarantee any ranking or passing of page rank and if the pages are highly spammed they will not count much at all.

I think that it could be very helpful. Look at how many outbound links the site has. The more links the less help it is for you. You could also check out how the site's backlinks, age, etc..

These things will help you determine how valuable the link is.

It don't depend on traffic. It depends on the link juice associated with the linking out page.

As others have said, it depends on the page rank of that .gov site inorder to work out what kind of link juice is passed though. It also depends on what anchor text you use in the link back to your site.

It depends on many aspects, what PageRank does the .gov site get? How many outbound links it has? Its contents update regularly? How about its cache updating?... etc. Generally high PageRank .gov sites with few outbound links definitely will be beneficial.

The sites with extension other than .com got more weightage for ranking. But its very difficult to get back link from those sites.
