Try and find a host that is peered at TorIX... Most Canadian ISP's peer there and it dramatically reduces latency.
What Ping time are you looking to get? 40ms from Saskatoon to Chicago is quite good.

Is your current target audience located in Canada? I suppose the best latency fir you would be if you have VPS in Chicago area.

Yeah out of the Canadian companies I tested so far, Chicago beats them all. I get the least amount of latency

Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 39ms, Maximum = 52ms, Average = 42ms

Sorry guys... Didn't mention this. I Would (prefer) not spend no more then 20$ a month for a VPS. Storage and Transfer limits? Would be nice if they fell in line with decent shared offerings. I currently run I think ten sites average 5-10 pages and a couple of heavy wordpress at my current shared hosting.
