Lightbulb What gives "power" to programming languages

What gives "power" to programming languages such as HTML or Java or C++ or Python, etc?
Like what actually says that <b> makes font bold, or that <body> opens the body of a webpage, or that <image> indicates an image. Is there other coding that tells this coding how to behave, or is it something really simple that Im just not getting?

actually <image> is not a valid tag. It is <img>. if you are looking for the different behaviors of different HTML tags, then maybe you can look at the reference here: http://w3schools.com/tags/default.asp

Each language has their own code to show a specific task and I think these codes give power to a specific language.

The "power" lies in whatever is used to interpret and display what that code output intends.

    Examples:
    - A web page written in HTML -> intended to be displayed and interacted with in a browser
    - A program installer written in C++ -> intended to be displayed and interacted with in the GUI of an operating system
