I am looking for an US Datacenter for video streaming to south america (Uruguay in particular), it can not be on texas or chicago, as we already tested the lines and there is always packet lost and the streaming ends with a very poor quality, having delay, etc.
I know streaming hosting should use the closest location with the users, but in Uruguay a 50 MBit line can cost A LOT of money, that's why it's impossible.
We've made tests and the quality is fine in US, however, there is always packet lost in most of Texas DCs, so that's not an option.
What do you think will be the best datacenter for south american users? I will need to rent about 15 dedicated servers if the connectivity is good enough.
As far as data centers go, Miami Nap of the Americas will be a great choice.

Do you really need 15 servers? Are you planning on doing 7 - 10 gbps of video streaming?
South america typically peers near San Diego/Los Angeles, Miami, Ashburn, and New York. Providers in any of those locations may be if interest to you.
Why don't you ask for test IPs and measure packet loss and latency against each provider? With lower latency and packet loss the streaming speed will be higher. You should also ask for uptime metrics, because as you know with streaming even 5-second outages can be devastating.

You may also want to check exactly where the packet loss is occurring. It is possible that it is happening somewhere in South America. In this case, it won't matter where in the US you decide to go with.
As others have suggested, probably Miami, FL is your best bet. However, you might be surprised to find that other cities do as well. If you search back on WHT, there is at least one thread, that had to do with peering (?) and people getting into Miami from S.A. were immediately routed to other cities as I recall.... Not sure of the details, as it has been a long time. Possibly that had to do with someone looking at Shared Hosting or a VPS.
The Submarine Cable from Colombia, where I am, terminates in or near Miami, FL, USA.
Probably from other countries in South America, they also terminiate in South Florida.
My wife and daughter watch videos all the time. We have 2Mbps ADSL in a rural subdivision near the city of Cali. No problems here.
