    Hi,
People gets confused when they come across this, in the google webmaster guidelines they had clearly mention about this. kindly go through the below information which may be useful to you.

Myth: "Dynamic URLs cannot be crawled."
Fact: We can crawl dynamic URLs and interpret the different parameters. We might have problems crawling and ranking your dynamic URLs if you try to make your urls look static and in the process hide parameters which offer the Googlebot valuable information. One recommendation is to avoid reformatting a dynamic URL to make it look static. It's always advisable to use static content with static URLs as much as possible, but in cases where you decide to use dynamic content, you should give us the possibility to analyze your URL structure and not remove information by hiding parameters and making them look static.

Search engines like Google are now better at indexing and crawling contents of websites which are dynamic in nature. Forums for example, a lot of them are still using the dynamic types of URLs and still thousands of their pages are easily indexed and crawled by Google and their ranks too could be very satisfactory because of link popularity.

The important issue at present is trying to maintain websites or internal pages of them in an easy to find way, adding backlinks to them and also using sitemaps. A lot of forums are today using SE friendly URL makers but their ranks may not seem very great.
