    It's called email piping, where you feed an email into a PHP script that does the processing. Search for "php email piping" there are quite a few tutorials.

    That was from quick google search, cPanel supports piping if it helps.

    What hostgator does is a feature of the client manage system they are using.. Like many other hosting companies use WHMCS or HostBill to manage ordering & client support, these web applications have inbuilt system to do the email piping..

    But like others said.. just search it on the internet if you are looking to do this from scratch.. Else if you want to use a support ticket system like I explained, then you can go for HostBill or WHMCS
