    Hi there,

What is your monthly budget? Are you looking for managed or unmanaged services?

I would advise to use a VPN service instead of proxy, for example vpnprivacy.com

Are you interested in running OpenVPN? Such as having a virtual server provider that has TUN/TAP enabled by default on their services?

No I'm asking is that what he needs, or is he needing a VPS to run websites that allow web-site proxies and such.

Because VPN's are more allowed on U.S providers then having web-site based proxies as it gets IP's black listed quick.

That was my question, trying to figure out more of what he needed, so I can recommend a provider.

BuyVM has TUN/TAP/PPP enabled by default.
