I have one question about IPs in a VPS... if I have many of them, would that cause some kind of high use of resources? or this addition does not affect the performance at all?... its actually just that, always had that concern
What you will feel, though, is a slowdown with booting, especially if it's OpenVZ based.
On XEN/etc restarting the network will take a few but on openvz it can take quite a while if you have 100 - 200 ip's.

It depends. If you have a dedicated server with 100+ IPs, you would have to wait roughly 5-7 seconds. You may run into issues when you try to have that many IPs on a OVZ vps or Xen vps. 100+ IPs is too many for a vps imo.
