Usually new software is built to be run on existing components/hardware at the time of release. If you have a high specked server/servers you should be fine but you should definitely research the requirements.

Hello and welcome to WHT. Without more information this question is a bit too vague to answer.

How much traffic? What platform is the application built on? How resource intensive is it?

Are you looking to build your own Cloud from the ground up (hardware) entirely? Or use a Cloud hosts infrastructure to build yourself a SaaS platform on?

What are you most interested in? Vertical scalability beyond a single physical server? Redundancy of your platform? Ease of management? Etc?

As CloudWeb has pointed out, we need a lot more info to be able to answer your question properly.

In general, you can "run" a cloud on as little as 2 commodity servers. We have done this in the past for customers that wanted their own private cloud and do not want to be on a grid with any other traffic. But in the end, it really depends on your requirements.
