htaccess from a folder to a file in folder

I need a htaccess redirect from to I'm using mantis as a bug tracking system for my site and I can't get the redirect down. Also where do I put the htaccess file where mantis is installed or to the httpdocs root folder? Thanks for any help!

I'm php5 apache2 VPS Ubuntu Server 10.04 if you needed that info.

Put the htaccess file in the folder where mantis is installed. Use this code in the htaccess file:
    RewriteEngine On
    RewriteRule ^/?$ /my_view.php [L,R=301]
