    A Server

What's a good server that has "PHP 5.2 or greater and MySQL 4.1.0 or greater installed" with no monthly fees?

PHP and MySQL should be standard for most hosts...Although I must be honest, your question is not the clearest!

Are you looking to buy a server?
Are you looking at just running something from home for home?
Are you looking at hosting which is paid yearly?

You will find that no matter which you decide, unless its from home to home, where you can download install Apache with PHP and MySQL for your own computer, where there is no charge, just search the install scripts on google for your computer. However if you are looking at hosting, ie. visible online, there will be a monthly, or yearly, or biyearly fee no matter what, as it costs a lot of money to keep servers running and keep the internet connection active!

    Hope this helps.

You aren't going to fine a dedicated server or shared hosting plan that has a one-time fee - any hosting service is going to have recurring billing

Just like there's no such thing as a one time fee for your internet service, your hosts have recurring fees and as such pass them along to the clients. You can pay for multiple years up front, but I wouldn't recommend that.

Some hosts actually do offer a one time fee, but it's a joke. A hosting company can't survive on one time payments, as they grow it turns into nothing more than a pyramid scheme. You need to either pay monthly or settle for a free account.

I agree, and you should not go with a company that offers one time fee. Renewal is the main part of this business, so always choose host on monthly or yearly base payment beacuse it will be a real offer.

The closest thing to a one time fee, is buying and setting up your own dedicated server. Althow its expensive if you have an average website, and do not wish to rent the server. Is it a problem for you to pay once a year?

One time fee is not possible as there are costs for electricity, bandwidth, and a lot more.

you get what you pay for

You should consider trying to host your own website if you want no fees or recuring fees.
that way you buy your equipment and your done.
but ofcourse that would only work for little traffic unless you have fast internet connection.
