why master resellers cheap than reseller?
I know master resellers can create reseller accounts,A reseller can just create cpanel account.
why master resellers cheaper than reseller?

There are no exact answers to your question. Basically, host just pay additional license fee to offer Master to clients. Talking about the license price, it cost less than $10 per server. Imagine how much they earn from each Master Package. So, many have choose to get Master instead of cPanel VPS to save cost.

Master/Alpha Reseller Hosting is quite unstable. I would suggest doing some research before going in with ANYONE offering Master or Alpha Reseller Packages.

Each company is different. If I understand what your asking, why does some companys have lower prices for there master resellers then there reseller plans?
Well, some offer it at discounted prices, or can provide it at a lower cost like how buyvm can offer a package for 15$/yr but others have to charge like 3.50$/month. It's just with what they're able to do and the costs they decide to pay.
Each company includes a different service, one company might provide free whmcs with resellers but not with master resellers so resellers are higher, but master resellers are lower.

There are many providers that offer extremelly budget master reseller hosting plans. If you are looking to use any of these providers, I'd highly recommend that you search for reviews of their service as many of them tend to offer unreliable service due to overloaded servers

Masters are generally more expensive the resellers comparing it in the same host. Different hosts have a wide pricing difference for one reason or the other.

Most Master and Alpha reseller plans don't include WHMCS or other billing scripts that can cost around $15/month.

The price is different in the companies.
Some of them may set the price wrongly.
Master is usually more expensive as it allows creation of reseller
