My problem with GoDaddy is that everything is an add-on. When you look at their cheap dedicated boxes, and add a control panel, such as cPanel, you add $39.99 at GoDaddy, where I examined a configuration that's $99.99 per month standard. Alas, it's also limited to 1TB bandwidth.
100tb.com has a cloud server that offers loads of room for expansion, with 10TB bandwidth, at $98 a month. Consider cloud servers similar to VPS, but since they encompass more than a single server, you don't have the risk of losing service if a single box goes down. cPanel is $25 extra a month, which is pretty good for that package.
Then again, a low cost VPS package might be suitable. A Level 6 VPS at HostGator is similarly priced, but with only 1.8TB bandwidth. But if it's just a forum, even a TB is more than sufficient and you could probably get something decent for $40-50.
