Photoshop is used to create web templates then a program like note pad or dreamweaver is used to code it into a HTML,CSS web template where you can then upload to a web server and edit files or do what ever you'd like to.
I wouldn't go with Andersons idea. Alot of things on the net are specific industries.
Get a host that specializes in hosting so they can focus on keeping your site up.
Get a web development firm that specializes in making websites so they can focus on that.
Get an SEO firm that specializes in that so you're near the top of the SERPs.
Get a email company to manage that, because when it fails it will fail bad and you dont want to be the one fixing it.
Each of them make a living off of that specific job so they know what they're doing (assuming you atleast pay a decent price and they've been in business awhile.) Getting one that 'does it all' means they can do it all fine, but not excellent.
