Convert PA ip range to PI

We have a range of IP addresses with a service provider which we want to keep and transfer to a new provider. The addresses are PA.

I understand it is not possible to transfer the addresses unless they are PI

Is it possible to convert PA ranges to be PI?

No, because they are part of the provider's larger block. But you could probably negotiate with the provider to keep using that PA even if you are not getting connectivity from them. Some providers would agree to do this (but not for free).
