Linux, unmanaged is fine (preferable, I'm fairly experienced) with good bandwidth and connection speed.
Don't mind spending a few bucks for it, but I DON'T need any space or much RAM at all. Just good bandwidth and speed.
Should have a datacenter available on the East Coast - tri-state area (NJ/NY/PA) preferred.
Any suggestions?

Is the 100mbps you're looking for unmetered? There aren't too many VPS's out there offering unmetered 100mbps. Any particular budget?

Actualy there are many places that can offer 100mbps unmetered dedicated, but that is gonna cost a lot (compared to the price of a basic VPS). So the question is very important - what is your budget?

$25 or less, preferably. Not afraid to go higher, I'm realistic.  Prepared to hear that it's a LOT higher, and I'll gauge the value from there. Unmetered would be awesome but not necessary. Terabyte would suffice for sure, probably less.
Need a lot of bandwidth for limited periods of time through the month. Not a constant 100mpbs.
Edit: This is NOT for P2P or any sort of file sharing.

Ah, ok, that sounds more reasonable. You should be able to find hosts who can give you a 100 megabit cap with 1tb / mo of traffic, I would think.
Actually, burstnet is pretty inexpensive and is in PA, so maybe they would work for you. They're offering a VPS with 1000gb / mo for $10 or so, and 2000gb / mo for around $20. Might ask them what the maximum port speed is for you.

How can this possibly be any kind of quality service at this price? Bandwidth from most of the big name VPS providers starts around the 10 to 20 cents per GB range.
This place is stating they sell bandwidth for less than a penny per GB.

Most people do not use that much and bandwidth can be had cheap. Some nodes use like a max of 10mbit at any time while others can use 100mbit or more. Even better when you own your datacenter like burst does. Prices are getting lower then 2 dollars per mbit.

I could get 1Gbps on BurstNET, although that was one of their EU servers.
