2 core processor
1GB HDD
2GB RAM
100MBIT port
linux
locations: only netherlands france uk belgium !!!
payment: only PayPal
Budget 100$

I assume the 1GB HDD is a typo, you'll definitely want more than this

As for your budget and requirements though, you'll have no problem at all although I would stick to UK or Netherlands if you want opitmal routing for European gamers

I currently use EuroVPS for dedicated servers, and suggest them for this.
You have a good budget.
As far as Paypal? I don't know .... ask sales. (I pay with Visa card.)

I do not know how much traffic is needed, may be 1TB. I'm from Russia, ping must be preferably less than 90ms

I would suggest you to go with Leaseweb.com . Check their express servers . I am sure you will find what you need

Germany ping large 100-130ms
In the Netherlands, 60-85 I like
England 75-90
France 60-90
Me closer to Germany but I do not know why there is such a great ping, maybe it is heavily loaded (the problem: D)

Hmm, Moscow - depending on your ISP they all Peer on either AMS-IX or DECIX, so it should not matter much.

Most Russians i know use either keyweb.ru (Datacenter in Germany), Hetzner.de (Nürnberg, Germany) and Ukraine (goodnet.com.ua, volia.com, justhost.in.ua)

Most people from russia ping better to NL, at least that is our experience. Actually quite strange as DE is closer to russia. We have a few russian clients who moved from DE to us because of problems with their connectivity to DE.
