What makes you decide not to get the service?
Choosing the right host is really tough and that's the reason why I always check this site to collect possible names that I can archive for future reference. However, no matter how you investigate and turn all the search engines up side down for reviews; sometimes at the very last minute you will get disappointed.
What makes you decide not to get their service after short-listing your potential providers?

My top priority for reseller/vps hosting is branding.
I find it ridiculous if I get the service of a hosting provider with datacenter that also offer the same EXACT services and worse their price is a lot competitive. I mean, why will I let someone stub my back (unintentionally maybe)?
Your like inside the supermarket selling apples in a stand/booth which you purchased to the same supermarket. I don't get it.
But of course someone will argue..."Why will you sell your apples to the same supermarket?" My answer...why not? besides how big is the supermarket?

What I look for more then anything is initial impression. If your website look horrific then I leave. If you pass that test I look at your plans and prices. If I like what I see I then contact the sales team to checkout response times. The slow thing with any company should always be sales and a really fast response would make me think that support is even faster.

Same here, I can't believe how poor some of the websites are  Yes, some might say it's the service that counts but really I think the website is most important as it creates the first impression. I understand not every host has a budget big enough to hire a designer, but a website that looks like its been thrown together in frontpage wont do the business any good

When I look for providers, I make sure if the following are offered with their services: Raid10, at least weekly backup (preferably daily), RAM, processor and datacenter info.
If there's no backup or there are sort of inode limits for the backups, I stay away from them.

Are you referring to "customer review" as reviews written in WHT or any other platform?

I would say mostly WHT. Most other platforms do not actively check-up on reviews and therefore most reviews are written by shills.

First of all it will be the quality of the design. If you go to a hosting company and they have a REALLY crappy design, than that usually means that their service is the same.

Generally I don't use a host's site for much more besides features and price comparisons. I will also skim the TOS looking for the stuff that could bring trouble or seems unfair. If the host runs a support forum I might take some interest in that as well.
Personally, I try not to put too much weight on web design because that's just too much of a subjective criterion and it'a bit like judging the engine by looking at the body of the car, though I will care about proper spelling and the general feeling of order on that site. A sloppy job in this regard won't help to make me trust the host, that's for sure.
This is true for a site that seems to be unfinished. Sure, anyone may have parts that are yet in development and will be added later, but there's generally little need to put an "under construction" page on the site.
Most often though, the decision of whether to use a host or not will depend not on the way the host presents itself (most hosts don't list stuff that would count, like real figures regarding uptime, server performance, support), so it will depend on how the company's image as created by its current and ex-customers via reviews.

Quite true. When I was running a review collecting website, something like 70% of reviews had to be removed because they were posted by shills. Sometimes it took quite clever, manually done investigating to catch them, stuff that cannot really be automated.

TOS is something most customers neglect going through before signing up for a service. Only when problems start popping up, the TOS becomes important.

The reason why I feel that a website is very important is because of first impression. First impression matters for everything in life! When I use to work for this one company back in my high school days, we were always taught to make sure the front of the house looked spectacular. It is what the customers see first and helps give a good impression of what they can expect in the back of the house.
If I come to a site that just looks awful, then my initial impression is that they just don't care.

I agree, but you can't judge a book by it's cover so we have to keep that in mind also.

Would you eat at restaurant that had a hostess having bookers hanging out of his/her nose? Lets not forget that his/her shirt hasn't been cleaned in two weeks and while looking over you shoulder to avoid the oder you notice a dirty diaper next to the dusty plant and the pale of water from catching the dripping water from the dusty air vent?
I would love to see the back of the house where they cook our food. I'm sure it would only get better...
