I had issues downloading the file a couple of times. Either the download would not start or it would stutter midway through the transfer.

~85 ms from GA -> CA I did notice that the WCG fiber most of my traffic ventures over has sporadic latency.

I started downloading it however after about 5% it dropped down to the 10-12KBPS range.
