Problems with CSF 5.13?

Hi, I updated my servers to CSF 5.13 and now I have begun to notice that some customers can not access to their accounts.

The problem is that the IP is not blocked in csf.deny, mod_sec, cPHulk and the customers do not have routing problems. The only option to access is add the IP to CSF manually.
