Well im on a quest to find a good very nice server to host a java game of mine.
I am looking for.
Dual Xeon E5620 Quad Core
16GB or 24GB of RAM
1GBPS Port with 5000GB+ Bandwidth.
No Control Panel
Any DC is fine with me if the price is right
Also is a Dual Xeon 3.06GHZ be the most powerful? Or Dual Xeon E5620?

The Dual Xeon 5620 would be TONS more powerful than an old Dual Xeon 3.06GHz. In fact, a single Xeon 5620 would already be a lot faster than a Dual Xeon 3.06GHz.

We have dozens of 2x E5620 machines running and they are extremely good CPU's 
I wouldn't go with the 'lower end' Xeons, they are not as fast as the latest technology.
Do you have a preference for location? As in Europe, USA or any other?

I had a few of those Dual Xeons colocated a few years back mainly for shared hosting purposes. Frankly, they didn't perform as well as I thought. I had a single domain hosted on one of them (Kloxo & Apache) and it performed amazing.
Checkout the ad for BurstNet in the offers section. They currently have a first month free going for a Dual Xeon 3.06GHZ for a pretty affordable price. I personally have a few servers and a VPS with them and could not be happier.

The Dual Westmere chips are super powerful. Most hosts out there have them so give us a budget or some other specifications that allow us to narrow down your options.

What type of java game are you going to put online?
5620 is a powerfull CPU and with the amount of mem you are requesting I think you are overpowering the setup.

What is your budget? You should be able to get a good 5620 for around $200 per month if you shop around.
