What to get on VPS Debian or Ubuntu?
Im only familiar with Debian and Ubuntu but which would be best for web apps, like php and mysql.

Either should be fine. I have more exp with ubuntu but never used either for web stuff. I mainly used Fedora and CentOS.
But you should be fine with either really. Don't think there are any major differences that would give you a headache. I know they'll both definitely run php and mysql. The idea of one being better than the other is purely opinion based.

I mostly use Debian, as it is designed as a server OS, do have a few VPS using ubuntu, don't see big difference myself, as ubuntu is base on debian anyway.
The Debian images are small than ubuntu I believe.

Debian its not only best for the web server, I think its easiest platform to setup as a VPS for XEN, OpenVZ, etc. As well, the APT package management is easy straight-forward and transparent.

I slightly prefer Debian for its stability. However, Ubuntu often has more up to date packages (assuming you're not using the 8.04 LTS version). How new does your software need to be?

It's all based on your preferences. IMO, I have always been using Ubuntu 8.04 LTS and compiling my own packages (PHP 5.3.1, newest lighttpd, SSH 5.3).

I would use Debian for server usage such as VPS but Ubuntu for desktop.

Between Debian or Ubuntu I would choose Centos,
