Will WHM/Cpanel run in a 128M VPS
Will WHM/Cpanel run in a 128M VPS. I want to use it for DNS clustering and possibly 1 or 2 small/low volume/HTML only websites, each having probably 5 pages of static HTML. The websites are optional, I would be happy with just the WHM DNS clustering.

Yes. The VPS is likely a 128 minimum ram but its probably burstable.
It will work.
If you don't need cpanel for the sites, then consider the dnsonly version of cpanel whichs is a lighter version of Cpanel.CloudNexus Technology Services

128MB RAM should not be a problem for what you asked for (DNS and static web pages). Just don't try to host anything SQL-intensive, but light MySQL usage should be okay.

Its going to be close. If you disable unecssary things like mailman and tweak Apache slightly you will be ok

It doesn't. It just requires a basic OS install
