This is without the cables so you would need to buy your cables seperate. But you can get a cheaper model but if you ever decided to go over 16 rackmounts you couldn't daisy chain it and run it from one unit. We have used these and have worked fine for us they are alot cheaper then other brands.

For remote reboot, anything on this page that fits your rack and power requirements:
http://www.apc.com/products/family/index.cfm?id=70
For remote reboot, get a Belkin 16 port KVM and hook and External KVM over IP box to it.
www.startech.com has some fairly cheap options for this.

What will nocmonkey do? It's not a KVM solution.
We have two Dell 2161DS KVM/IP. Each has 16 ports on it, so you can use it directly for your needs. You can use this to control up to 128 servers. Very handy.
And for APC remote reboot, use AP9225 and AP9225EXP. In your case you will need one AP9225 and one AP9225EXP, which will be cheaper and nicer than two AP9211.Fluid Hosting, LLC - Enterprise Cloud Infrastructure: Cloud Shared and Reseller, Cloud VPS, and Cloud Hybrid Server

How much are the Dell 2161DS? I've been looking around for pricing, but can't seem to find any info on them.

I suggest APCs and Avocent for KVM // IP - they've worked well in the past.
