    Hi all!
I'm new to this forum. I like to start a website that registered users can upload and download files. As I know, many hosting providers does not allow my requirements. And a few allow some/most of them. I have searched for more than 4 months. but, may be my mistake, couldn't find a BEST one.
I need all your help. Please guide me the right hosting service. or give me any links that could help me.
Which hosting service provide my requirements with less than / equal to US$200.00 per year?
    Here my minimum requirements:
At least 100 GB web space
1 TB (or 5 TB / more) monthly bandwidth
    At least Tier 1 Connection
    Fastest and Reliable Servers
    PHP 4
    MySQL 4
    Apache
Linux/UNIX/freeBSD or any UNIX based OS
    Shell Access
At least 10 FTP Accounts. (controllable user accounts via control panel)
5 Email IDs with webmail, POP3, SMTP
    Spam filter - optional
    At least 99% Uptime (Guaranteed)
Allowing any file types (including mp3, mpg, avi, swf, exe, zip, pdf, doc, exl, .....)
offshore hosting (means the server is in a country where there are few/no laws regulating online activity, porn, warez, etc...) I will not allow porn, warez, cracks. If I find such a file is in my website, I must remove it as soon as possible. But, in the meantime, my hosting service should allow it. My hosting account should not removed/suspend and my site should not down for such a file.
    Cheap/lowest price
    At least 100 Email IDs
    Webmail and POP3/SMTP
50 Sites on one account (Or at least 15)
    Other common requirements
    Fantastico Package Optional
Allowing Torrent files is optional. not necessary.
I'm expecting your guide/offer. or just give me a link of host/review site.
    thanks in advance.

You're looking at a fully dedicated server then. Unfortunately, if you're looking for offshore, I cannot give any good recommendations, but the price will be slightly higher.

Definitely will be a challenge to find a host that will actually allow warez and torrents. But if you are not involved in any of that then you should have nothing to worry about. There are many adult hosting providers who also have offshore locations so I would start looking into that. As for the server specs it really does not sound like it would be a big stretch to stay within your $200 per month price range. Check out the offers section you may find some offshore hosts there.

Honestly, I think you need to increase your budget to at least $75/month if you really plan on using 100gb/1tb. I'm not going to try and sugar-coat it or make you feel like you should be able to do what you want with the budget you've required.
Realistically you are asking for (at a minimum) a small dedicated server.

ok. but I can decrease webspace to at least 100gb. but speed and offshore is important.

    And I want to know:
My site's users: 250,000 per month.
So, 1 TB bandwidth is enaough for per month?

Where are you getting the number of 250K users per month? Regardless though, if you want to start a file hosting site, you need a dedicated server.

With those requirements you will need a dedicated server. Regular shared hosting sites will not be able to support that. If you go with a shared host who doesn't oversell, you will most likely get around 10GB/100GB or somewhere around that range. Anyone that is offering unlimited or 1TB/10TB for $5/month is just unrealistic. They are overselling and if you try to utilize all that disk space or get anywhere near it, you'll probably get your account suspended immediately. With those requirements, I would recommend a P4 server at Joe's Datacenter (http://www.joesdatacenter.com). It comes with 120GB HD and 1.5TB bandwidth for just $50/month. However, it isn't the most powerful server and if your sites get too many visitors, you might need to upgrade to something such as a Core 2 Duo or the Phenom Quad Cores they're offering. However, the downside is that they aren't offshore, they are located in Kansas, United States.

and more, i target many countries. so, let me know 1 tb or higher is best? We really can't answer that any more than you can. It's one thing if your average file is 1MB, and another if it is 500MB. It's one thing if your average visitor downloads 1 file, another if he downloads 10 files.
All these numbers can't really be known a priori.
As it was said, shared hosting isn't likely to be a safe road to take, so your budget is not in the safe region either. You could try to start this out with a VPS or a low end server and upgrade later on, but it'll still require a significant budget increase right now.
If I find such a file is in my website, I must remove it as soon as possible. But, in the meantime, my hosting service should allow it. My hosting account should not removed/suspend and my site should not down for such a file.
Any host will allow it, as long as it doesn't know of its existence. Once they do, they have to do something about it. I doubt you'll find many providers that after a number of complaints won't eventually suspend or terminate your account. You must have a way of handling this internally and avoid as much as possible getting the host involved. A "report this file" feature might help.

    thanks for your tips.
It is too difficult to manage dedicated servers? I've one hosting with dedicated ip. Is it dedicated server? I dont know. pls explain. (and I run other 4 sites with some hosting). But "hosting - dedicated IP" and "dedicated" has entirely different? Pls clear my doubt. i'm confused.
And help my again, no one really fits my requirements & budget?
    thanks in advance.

well there's a special section on this forum about it ''dedicated server tutorials '' yeah I think its hard to manage it .
Dedicated IP means that your site is the only one on the internet using that unique IP number (Not shared)
Try UK2Group maybe they have off-shore hosting - if they don't try to search servers from Holland (i read that they are fast) .
Good Luck but why do you want to host illegal stuff ?

Understanding that utilizing a dedicated server is a far cry form shared hosting, I believe it would be worth your time and effort in learning more about using dedicated servers. It may be a pain now, but you will find it much safer and it will enhance your knowledge for future growth. If you dont begin to better understand dedicated now, it is only going to be harder and riskier to your business trying to learn it when you have no choice but to switch to dedicated further down the road.

You can always go to digital point forums (just google it) theres always someone offering some crazy off shore dedicated package for super cheap. Just remember though, if your looking around and see the average budget dedicated server is one price, and you see someone offerin better for cheaper, its generally too good to be true. I would recommend you get a fully managed server though.
The difference between shared hosting and dedicated servers are, you get the whole server, instead ofsharing it with anywhere up to 100 or more people.

    Thanks all once again.
I dont like to host illegal things. And it is impossible to my goals and policies. But, you understand, Internet is opened to anyone, anytime for anything. No one can not filter by the content of a particular file which user uploads. But we can remove it when we found it.
But, many hosting companies suspended their client's account for his website's user activity. Because, putting illegal content in their server violate their respective Terms of Service or Acceptable Usage Policy.
This is the reason why I need a service provider that accepts "any" content. It saves from account suspend/termination, site down, time, money and unnecessary pains.
And please understand, the account suspend/termination and site down make a big black mark on our service and brand. Because, it makes a thought on our current and future users' mind "Oops! this service provider done something wrong. So, their account suspended. We must not come here again". It will put a big lock in our gates of services and it affects or sometimes, destroys our progress and developments.
There are few or many service provider on that list. But I could not find a best one which fits both my requirements and budget.
Budget may be slightly increased, but please guide/link a better one for my website I specified here before.
I would like to hear all your suggestions, thoughts and experience regarding this issue. Actually it is another topic. But I now explain for you. and like to learn more from you.
    Thank you in advance.

Furthermore, please don't forget to tell me your current offshore service provider if they allow "any" content and if better one.
