I just opened a new ticket. According to my Pingdom monitor the VPS was inaccessible for 10mins starting at 28/04/2010 07:02:55P EST. During that time I did traceroute from my home computer and another server that reported 99% packet loss. I also attached traceroutes from 2 pingdom hosts to my ticket. If you check my first post in this thread you will see which support desk requests from my previous ticket on this issue caused me to draw this conclusion about its usefulness.
