4x 2.3Ghz or not?!
Well... i've ordered a server @ server4you, and on specs it says:
CPU
Type AMD Athlon™ II X4
Quantity Quad-Core
Clock Rate 4x 2.3 GHz
BUT, when I go to server information on cpanel, it shows up 1 core with 2.3Ghz, and 3 with 800Mhz.
Is this normal !?!?!

I think the other cores are clocked 'back' in the BIOS.

Sometimes, cpanel is wrong. However the best way to check would be within root, to check the proc speed and get info type "cat /proc/cpuinfo"
If it is still the same, contact your data center

Put some load on the server and then check. It's probably just underclocking when idle to save power.

loadavg is over 1.00, because raid is making the mirror between drives...

hah straight to the point advice
anywho,
it's a power saving feature.
They are showing a lower clock because there were't much programs running. your load 1.0 is because you're probably doing software raid and it's single threaded and cant/doesnt utilize all 4 cores.

you should leave the power settings on there is no need to waste power when its un needed.
there is a reason cool & quite is enabled by default on almost every board.

Yes, I would allow this to run. The only disadvantage to it, is it makes it harder to figure out what your cpu usage is. I.E. if it looks like you're at 50% cpu utilization, but the cores are clocked down, you'll wrongly assume that your server is working really hard, when really you're only at about 25% cpu utilization.
To solve this issue, I had a cacti plugin built for me that would graph the cpu speed in the same graph as the cpu usage, so I could see if the cpu speed maxed out when the server was under heavy load and also to get a better idea for how much spare cpu power I really had. Turns out the cpu speed is pretty good about clocking up when it should be doing so.IOFLOOD.com -- We Love Servers
